Manage student behavior to keep the focus on the academic goals
It seems to me that students benefit as a whole when the teachers can stay focused on the lessons they planned. If a student misbehaves, that needs to be dealt with, but in a way that doesn't stop the learning activities of the rest of the class. If the entire class is suddenly waiting while the teacher deals extensively with one misbehaving student, the message is that misbehaving gets you the most attention and it's more important than the classes learning of the lesson that was being presented. This could easily lead to more misbehavior by students who crave attention. Many students don't differentiate between positive and negative attention and will take whatever they can get.
Giving students positive attention to reinforce their good behaviors in the classroom might be a powerful way to prevent bad behaviors. It can help students see the benefits of making good choices and give them a sense of accomplishment that can build their self-esteem. It leads to more intrinsic rewards that can have a longer-lasting effect on the students achievement, more than external rewards of stickers, etc.

Don't give up on class management!
It can feel frustrating when students continue to misbehave and strategies don't seem to be working. Students are all different and will react to events outside the classroom too. These are not things the teacher has any control over, yet can be left trying to manage in the classroom. Don't feel like you're all alone, get some help with students that nothing you try is working with. Just having some fresh ideas for interventions can lead to something that works for that student. Document everything, so if an RTI intervention for behavior needs to be started, you have documentation that can speed up the referral process and give a clear picture of what you've already tried.
